Choose a central location, a cool venue that is close to the startup community hub (if there is any in your city). You can also check existing co-working spaces and try to partner with them - when you show up at the end of a day to a place where entrepreneurs are already located… and you have dinner handy… you’ll often get some easy attendees.
Use the Startup Grind brand (Global Community Powered by Google for Entrepreneurs) to get a venue for free, explaining all the benefits that come with this partnership. You also need to ensure a good audio system is in place so you can play music before and after the event. The purpose is to create a relaxed environment where people can chat and network. If parking is difficult in that area, make sure you secure VIP parking for your speaker.
